On August 8, 2024, President William Ruto presided over the swearing-in ceremony of 19 newly appointed Cabinet Secretaries at State House, Nairobi. The event was attended by senior government officials, family members of the appointees, Deputy President Rigathi Gachagua, and Prime Cabinet Secretary Musalia Mudavadi. This marks a significant reshuffle and formation of a broad-based government aimed at addressing key national issues.
In his address, President Ruto emphasized the expectations placed on the new Cabinet, stressing the need for integrity, efficiency, and a strong commitment to public service. He made it clear that his support for any Cabinet member would end if it conflicted with his accountability to the Kenyan people. Ruto outlined several anti-corruption measures, including the introduction of surcharges for public officers responsible for the loss of funds, a unified personal identification system to eliminate ‘ghost workers,’ and mandatory continuous vetting of all public officers.
The vetting process, conducted by the National Assembly’s Committee on Appointments, was a rigorous four-day review of the nominees’ qualifications, integrity, and suitability for their respective roles. This process ensures transparency and accountability, helping to build public trust in government leadership. Among the nominees, Stella Soi Langat, nominated for the position of Gender, Culture, Arts, and Heritage Cabinet Secretary, did not receive approval from the committee. She was found to lack sufficient understanding of the issues related to the Gender docket. Beatrice Askul Moe and Dorcas Oduor – The nominees for East African Community Affairs and Attorney General positions, respectively, are scheduled for vetting on August 9, 2024​.
The President in his speech also acknowledged the recent public protests and admitted to shortcomings in communication. He called for a renewed focus on servant leadership and outlined priorities for economic transformation, focusing on food security, support for Micro, Small, and Medium-sized Enterprises (MSMEs), technological advancement, healthcare, and affordable housing.
President Ruto concluded his speech by urging the new Cabinet to prioritize the interests of the Kenyan people above all else, assuring them of his support as long as it aligns with his accountability to the nation. The ceremony and Ruto’s remarks reflect his administration’s commitment to driving national progress through effective leadership and governance
